Do these resources need cargo/refinery space?

I'm confused on this front.

Mining Materials only use the 600 Units of space you have on your right panel.

You do need a collector limpet. Dont know how intelligent they are.

Because when you are mining a rock they pick anything so my guess is that they will try to pick either minerals or materials and wont be able to if you don't have a cargo rack.

I believe engineers will also need commodities, some of which can only be mined, these WILL need cargo space and need a refinery to process the mined fragments.

That's alright. All my efforts are going towards my Cobra Mk IV, which has at least 32 tonnes capacity, maybe more if I don't go with the HRP in one of the class 4 slots.
