Minor faction in retreat, but still there after

A minor faction that we have been trying to Push out of a system, said it was in retreat, not preparing for, but in retreat. Is still there.
I thought "in retreat' was locked is this not so?
Or has something changed in the game with all the patches?
 
The "retreat" state exists faction-wide; you see it in every system where they are present. But it is only from one of the systems that they are retreating.

They must presumably have retreated from another system, other than the one you're watching?
 
Retreat can fail and the news will only say that it completed.

The faction has to be below 2.5% on the last day of the retreat. This is typically the day before the tick that says it has completed. 5 days unless interrupted by a conflict. In which case it'll be on the tick when the conflict went active.

Thanks, that explains it, we assumed it was locked and let our finger off the trigger

Fatal mistake for anything BGS-related. Whatever you're trying to do, it's always safer to keep pushing your aims until the state is cleared. For Retreat in particular, it seems very easy for a random passing CMDR to give a retreating faction enough of a boost at just the wrong time and muck your plans up...

Sometimes it doesn't even need that. We've had it happen lately that we drove down a MF in a System, wanting it to go under 2.5%, which they actually did.

Next thing you know is that the controlling MF in the System is in an armed conflict nearby. So they lost constant % which was distributed to the others in the System, gradually raising things above 2.5% again.

Just because a MF is in a conflict somewhere else doesn't mean their Inf drains in other systems.
Their Inf will only drain if people do things to gain Inf for the other faction in the system in question.
If all factions in that system are left alone, the warring MF will stay at the same Inf level.

The concept of MFs in wars losing Inf everywhere has been proven to not be a thing.

Correct. This only happens where there is activity in system and man is it punishing in 3.0.

Hi Elbizor, The FDC has had a recent problem with this too. We had a faction in retreat, in our system and below the 2.5% threshold on the fifth day tick. They were also below the threshold on the 6th day tick and then still in our system on the 7th day but didn't reach day 8 because of a conflict state in a different system. If this is similar to you're story then please see our bug report that we submitted: https://forums.frontier.co.uk/showthread.php/418658-Never-ending-retreat-state

The QA team have said they are looking into it for us and some other groups came forward to say they are also seeing retreat states go over 5 days. Frontier may come back saying it's an intended feature but if that's the case then it's been poorly introduced as even the mentor team at Galactic Academy were surprised by this. I believe it's a bug and hopefully the faction will be removed manually as my group did put in the work.

This is not a bug. Some state timings changed in 2.4 and Retreat lasts 7 days active. The war that started on day 8 is coincidental to your story because the Retreat would have ended on that day anyway.

Classic Frontier, change game mechanics to be more time consuming and poorly communicate it to their customers. Says a lot about the treatment of player groups that the mentor team of a Frontier sponsored server don't know this but someone with a Canonn signature bar does. No offence to you as a person but the way Frontier treat Canonn like a favourite child while giving the middle finger to the rest of its customers has killed my enthusiasm for this game.
