TLDR: Trading in the area I thought that I scanned NEITES as the System map icon was available on the Galactic map. After all the below honking then FSS NEITES and all the planets showed up. Still it's a good read for what doesn't work. The morale is that the older one gets get the more we forget how to play this game.
I have a cargo delivery mission to Shunkai Landing in the NEITES system only to find that the planetary station is not there. Meanwhile EDDB and Inara says that it is there. Oh well I abandon the mission, sell the cargo at a black market and get a 88,288 fine from Putas Emperor's Grace.
I try a few Interstellar Factors but cannot pay the fine although the outstanding fines message in the left panel navigation page says that I can. The faction wasn't in the IF system. I also find some IFs not active when I arrive. That info could be useful on the System map.
I go to PUTAS only to find that this faction does not own any stations making it impossible to pay the fine. Back to Inara and find some Odyssey stations owned by the faction in other systems. With the first one I cannot land as they only have small landing pads and I'm in a python. I land nearby and go on foot but there is no Administrative Contact listed on a station terminal.
Off to buy a hauler which I'm pretty sure won't work with a fine. I was right the fine is attached to the ship not the player. Back to get my python and evade an interdiction from an NPC.
Finally I find the one Odyssey station owned by the faction with a medium landing pad. I have Anonymous Access and still cannot pay the fine with the Administrative Contact. Let's quit and goto Horizons. Nope. Restarting Odyssey I'm in orbit on the other side of the planet. I land again and can finally PAY THE FINE!
Then of course the system map had a fit. It actually made me laugh.
For fun I decided to become allied with all the factions in VOGULU. It is my base for killing Thargoids with other players at two 'active' planetary stations in HIP 29596. It is also 4.92LY from PUTAS where the Thargoids are attacking the Ryan Port outpost so they may be here soon.
