weird maybe but I am pretty sure they are not meant to look crap.
The problem is that these guys have been living in space with no gravity for a while, and have the bones fragile, the skin pale, and the faces enlarged!

Bandwidth.I agree the Avatars are awful renders. The faces generated in the cmdr creator previews and such looked superb, I would assume that the avatars are also created using this but they look shocking as though made 15 years ago. They are not even animated so don't have that issue to contend with when beong generated. There is no reason that they shouldn't be almost photo realistic. They disappoint me every time I log into the mission board.

I think that the avatars, such as they currently are, are stored server side, which is why it can take so long for them to load.
Once the character rendering gubbins are installed on every player's machine, I imagine they will be generated from a seed and rendered locally, which will dramatically improve their appearance.
Not yet but 2.2 coming in October adds some improvement to them to stop them looking so 'ill'.
Lots of people want this (me included) but I can see how you might prefer the game to focus on controlling your spaceship. Frontier are adding a lot of things in 2.2 that are space specific - ship launched fighters, map and route planning improvements, new stations, new places to visit, improved star graphics - there's always going to be some stuff you aren't interested in but with every release they try to add little improvements to every aspect.
Thanks for the reply.
Again, I have no issue with content that I am not interested in. I was thinking in more broad perspective of game development - spreading your efforts too wide, potentially making a game that is a jack-of-all trades and master of none thing(X:Rebirth come to my mind). It would be interesting to know what Frontier perspective is.

Assumption, of course. Indicated by the phrase "I think"Is that true or assupmtion. I assumed that they were generated at our end via an RNG seed. The generation and render time being the wait while it loads up.
