Mission Board Mechanic ? Are mission completely bugged?

Hi,
I just found a fed mission but i need 2 unit of cargo to take it, so i go outfit the ship with a cargo rack (get rid of FSD Interdictor) and come back to bulletin board but mission is not here anymore.

So i tought maybe it was the last seconds of the mission timer, ok.

I go back to my FSD Interdictor and sell the rack but the mission that need 2 unit reappear, as the dumb Cmdr i am, i say to myself cool it s been updated and i go buy again a cargo rack replacing again my FSD interdictor then the mission disppear again... i repeated these steps several times... is there something i don t understand or the game is playing with me?

If missions are bugged what is your way to gain rank with your faction?

I turned Allied to Empire and Friendly to the feds just by bounty hunting so there is always that option (had a KWS scanner fitted) only problem is I have 200k or so of bounties to hand in and not the foggiest where or how to find out which systems they are in (there for minor fractions)

You cannot accept a mission if you dont have the cargo space
