Is it me or are many of the bulletin board missions not complete-able or so convoluted and time consuming as to make them non complete-able. I just recently tried my hand at ranking in the empire and found it to be quite the grind! Now that doesn't really bother me too much I've played world of Warcraft the KING of grind what does bug me is taking missions for the proper factions to impress the empire just to find out that I can't complete it. Many times targets I'm hunting will not show in super cruise so I look at USS and find nothing. I've lost so many hostages I'll probably be court martial-ed, I try to hit cargo hatch then become wanted and get attacked by the 5th fleet!!!!. My saving grace is the donation missions but they are few and far between so I take delivery missions while waiting and get jack with a side of squat for rep. Thanks for any incite fellow commanders.

The 'mission specific' hostage/plans missions are bugged. Beyond that, all missions should work, so just avoid those for now. Basic 'transport x to y', 'smuggling', 'assassination' and 'kill x of y' missions are easiest.
I have the same issue as the OP: In many assassination missions the target did not show up. Going into USSes and relogging didn't help. Is that a known issue?
