With the "lack of content" that people reported, that reddit deserves to be seen and read. I do not think Elite lacks depth, but above all of participation. The player have no interest today (exept friendly rp) to do things together (well he has, but do not see it). So allow me to repost the reddit of Cmdr Zenith66 who have some great ideas.

The idea is to correlate the players by making them interact through missions that would create themselves.
Escort missions, protection, assassination, taxi, cooperation, ground's base attack, blockade etc..
The mechanics would be a new tab in a panel of the ship which shows the cmdr's missions and allows to create too, the player has a choice of mission categories, he can just create and accept one by one. In the case of a transport mission, it indicates the destination, the number of Cmdr he want (3 max. obviously), the expiry time of the mission, the number of credits by Cmdr. The mission is posted over a distance of 40Ly, once all Cmdr accepted a pop up is displayed as mission update. The player can thus invited Cmdr in a wing and started. Credits are transferred once Cmdr arrived at the destination.
It will create the desire to players to help in exchange for a reward, because players want one thing, rewards. And add fun and adrenaline to pirates because they can and will see the right target (for the case of a transport order). Also full of possible situations. As a traitor among the escort, an absent Cmdr ? more credits to others, but more trouble.. and many other such situation. That's what really makes the content.
That would be a feature for all, pve players as pvp players.
Thereby avoiding complaints about supposedly griefers, add content to the bounty hunters, mercenaries, pirates, traders, killers, assassins, minors. Especially as the mechanics would be simple and could be added to an update.
