Mission exceeds current rank?

Been getting a lot of missions lately that have a red warning tag that says it exceeds my current rank. I used to be unable to accept those missions but now I can. What changed and is this having a negative effect in any way?
 
It just means that's the recommended rank, so higher rank recommendations means higher difficulty.
But the missions are no longer gated by rank.
 
Pilot Federation ranks are now used as a guideline for players to judge if they are good enough. Feel free to take them if you want to.
 
The only negative impact is whether you are skilled and geared enough to handle the heat. Its pretty random. Supposedly higher rank missions means stronger opponents and such but it makes no difference, stacking 20 low ranked missions still spawn Elite Anacondas and FDLs while stacking 20 high ranked missions, sometimes i didn't even bump into a single enemy.

Personally, i just stack as much high paying, high ranked missions as i can. So long as you have a good ship and some skills, you'll make it through.

What I think has changed is they are letting us take more risks, the negative effect is that in theory the opposition to any mission you take is scaled based on the rank the mission is designed for so if you take one of these missions you might be beset by more dangerous opponents and more of them.

Positive effect if you succeed.

Negative only in the way that you are dealing with things more difficult than recommended for you.
(the real negatives are the specifics - such as fines upon failure or having hostiles send after you)
