Mission: Exterminate 8 clan members... But Clan of HR 6669 only have 1 place and it is offline...

I've searched for Clan Of HR 6669 places, seems to be only 1 - and it is dark/offline with only commandos there... Is there something I can do or is it a abandom mission that is up to do?

if you are using that area for home base might be beneficial to help that Clan Of HR 6669 get more odyssey bases. long term way of mitigating abandoned bases.
 
It's irritating because you just don't know fully unless you've already visited the system and can see the faction is in a negative state (and even then, this is quite a bit too much to expect from the average player before taking a mission on).

These should be excluded from available missions by the BGS and the mission system should count active settlements for the target faction before presenting it.

That said, what I'd prefer is if systems weren't populated in such a weirdly partisan way. I mean, it's really weird that you visit a settlement and every single person there belongs to the same faction. Maybe one or two per system... but every single one? It's just a bit silly. Every settlement should have what I'd call "wanderer NPCs" that spawn into the settlement and are representatives of other factions. Some might appear in the ships that land periodically, then path to a HAB (or bar) or go meet an NPC, exchange dialogue with a worker, guard or researcher and then leave.

In fact, I'd take it one step further and make it so hospitality settlements are filled with a mish-mash of all factions in the system, constantly evolving the longer you remain and drilling facilities are filled with workers from all around the system. It would just make so much more sense. Law is still dictated by the owning faction, adding real nuance to the risks of getting caught (although if you are hunting pirate targets then some should have a bounty so you can avoid getting penalties by checking that first). Occasionally, one of these wanderers will get scanned by a guard with a bounty and they'll get attacked. Some might hang around the outskirts, to offer you missions (smuggle something in, go steal something, kill someone, all "in the moment" missions you can take... or, you can report them to the local authorities instead) but, of course, use of weapons will always be prohibited so you can either use silenced weapons or the energy overcharge ability to silently kill.

Then, you could do these massacre missions irrespective of the target faction state and, I'd add, it'd make the game feel so much more lived in. These missions would also take on a life of their own, being way more interesting than what they are now (which is no different to the settlement raid versions; fun enough in their own right but functionally no different nonetheless).
