Mission issued by "Station Commander" - not a faction!?

I just received a mission from a character named "(Station Name) Station Commander", rather than from a faction on my home stations bulletin board.

Has anyone else experienced this?

There's several "Not a Faction" Mission givers.

Station Commander
Chief Medical Officer
Chief of Security

and likely a few more.

There used to be a bug (unsure if it's still existent) that caused the executed Mission to benefit the original Faction that owned the Station/Outpost at V1.0 (or on some other obsolete basis) - instead of the one that's actually controlling it.
But other than that, those always seemed to be perfectly ordinary and generic Missions, nothing special to them for all I know.
