Mission Kill 4 Pirates

Howdy, sorry for super easy question... but couldn't find the answer in the Players Guide that didn't come with game download(found it after scrolling around the FD website though)

Anyhoo.... So I got a mission to kill 4 pirates. Question is, how do I tell what is a pirate? Never seen one. Seen angry enemy NPCs with names, but don't recall one saying "pirate." Heard tell that human players are pirates... do I need to kill 4 human players?

Also, can it be any 4 pirates I come across? Or need to be all 4 pirates in one battle?

It will NPCs at a USS any 4 that are wanted.
Although i dropped out at one where only 1 was wanted killed him and the clean guys started firing at me so killed them too.
Objective completed.

Not all wanted targets at Navs/USS'es are pirates. If they scan you and ask you what you're hauling, they're definitely a pirate. If there's any ringed planets in the system you have to hunt them in, that's the best place to find 'em.

Pirates will often scan you for cargo. N can let you go if you have none. Tbey are often wanted, and will belong to a piraty faction. Ie like "red suns cartel"

In elite they are not definative pirates. Ie not living in an asteroid and only killing. They are people (often legit) who have pirated. So they do belong to some group who just are not democratic.
