Mission says go to conflict zone that doesn't exist.

New player here. I picked up a mission to kill two targets. It says go to the conflict zone in 'i Bootis". I've been there and can't find the conflict zone. I've visited around the planets and stations there (I heard you need to be within 1000ls to find one) and I'm not finding anything. Also on the map it shows the area "State" as being not in conflict or anything. I finally checked that INARA website and that doesn't have a conflict either.

Is this a bug or am I doing the mission wrong?

I Bootis does have a war, the two weakest factions are fighting. The galaxy map state only shows you what the controlling faction is doing. You can tell the state of the factions either on the system map, or if you are in system, look in your right panel, first tab. Press left and right the left to go through a stack of more info panels. To scroll up and down, you have to press up first to deselect Holo-Me and get a scroll bar. You can hit select on the individual factions for more info.

There's a bug with conflict zones, they'll sometimes only appear in one mode. Often switching between solo and open will make them spawn in both, but not always in my experience.

At times, CZ's take a while to spawn, even though the map shows factions at war. Other times they are hidden in a corner of the system, you have to check each and every planet to find them.

Good luck and be careful in CZ's, when you least expect it, every ship in the opposing faction will turn on you and fire, that means it's time to get out.
