Mission target without a mission.

I was in a RES today killing wanted ships, when I scanned one that was not wanted, but marked "mission target" in red; however, I haven't taken a mission for about 2 weeks. After a few minutes, he started attacking me, so I dispatched him. What was that all about?

There WAS once a bug where mission targets wouldn't give up after you completed the mission. I once had an FDL tail me several thousand light years out of the bubble. Maybe they have regressed this particular bug with all the improvements coming.
