Mission to kill authority ships , dnot understand

I saw this mission in Asellus Primums to kill Authority ships, wouldnt that be their own ships though?

I dont understand why they want them dead.

The mission giver will not be the only authority in those regions, I can't see who it is in your picture, it could be a crime syndicate.
