So I accept this mission to go recover rare artwork in a system. I fly around the system and the only thing that pops up is rebel transmissions. I scoop it and return to the station. The bulletin board says that I did it and thanks me but I am unable to give the cargo to them. It is red. My status is illicit cargo on board. Did I pick up the wrong thing?

You'll read the "thanks pilot, gj" message if you click on any mission to turn it in even right after you accept it, but you can't actually complete any mission without the things that mission wants. The rebel transmissions don't complete the artwork mission, as well as being illicit cargo.
That is debatable. Some of those rebels are very talented.
