Not always. Sometimes it just says to go to a certain system and find the dude or dudette.

I would like to counter this. Try a few different types of missions.

The haulage missions (titled "Above and beyond" or something like that) give very good naval rank %. I went up by 50% in one day.

Before or After the Horizons release...............I was doing fine before Horizons and the nerf's that came with it.
