[up] I can confirm that currently, Modular Terminals appear to be linked to Passenger missions. I figured this out the hard way by working to build REP with the local factions in a Boom state system over a period of several days and never getting any modular terminals rewards, even after becoming allied with the local factions by running data/cargo delivery missions and pirate assassination missions. After reading a post in these forums stating that modular terminals appear to now be linked to passenger missions I switched out the cargo racks for passenger cabins and voila! Passenger missions with Modular Terminals rewards. Twelve (12) last night in about an hour and sixteen (16) this morning in another hour.
If you need Modular Terminals to unlock Marco Qwent, fit several different sized economy passenger cabins. Different sized cabins because some or most of the missions will be "named passenger" missions and named passengers do not want to share a cabin with the unnamed riff-raff (tourists, prisoners, etc.). I even stored my 5A fuel scoop to fit in another large passenger cabin (the distances are short). It helps to be friendly or allied with the local factions in the system you are working in, it also helps if the system is in a boom state and while I do not think these conditions are absolutely necessary to get missions it seems to help spawn more missions with the appropriate commodities rewards (Modular Terminals). Check the "Requirements Not Met" missions too, sometimes the problem is just passenger cabin size (happened to me)! Remember to keep a big cargo rack to collect the Modular Terminals rewards or a smaller cargo rack if you do not mind making multiple trips to donate.
I used Fraser Orbital in LHS 2936. The system was in boom when I began, it is in "none" state now but a couple of the local factions are still booming. Besides passenger missions the station was also spawning lucrative data missions to the system next door, Ori. Ori system has three stations a little over 400,000 LS out that were earning me anywhere from a million to 3 or 4 million per lap (and building REP) from data delivery missions (flipping boards & stacking 20) depending on my REP with each of the local factions at Fraser Orbital.
