Best way to find Modular Terminals, for what i know, is to go to Anlave system and dock at station. I was there recently and almost all missions were rewarding me with modular terminals.

They are more likely to be available as mission rewards at high-tech stations. I just cleaned up two missions in a row for my latest alt at I think Aulin Enterprise(?). Qwent unlocked.
edit: they seem to be more available, and this also seems to make sense.

Nah it's just random luck. I regularly wipe saves and have done the whole Sirius to Palin route many times and sometimes I get the MTs in like an hour and sometimes it takes multiple play sessions.
