Module Legal Issues with No Bounties/Fines Listed

So I have several modules that have the "legal issues" tag on them, but there are no bounties/fines appearing on my list of transactions. Is this a bug, or is there something else I'm supposed to do to clear individual modules?

Nevermind, I found a page that mentioned "cleaning" a module, and that seems to work. For anyone who doesn't know, it's in the Outfitting area of the station. Click on a module and there's a button to "clean" it.

Best guess would be you stored those modules while you had a bounty on your head. It's a remnant of the legacy C+P that seems rather pointless now that bounties aren't tied to the ship anymore. To avoid clear all bounties before fiddling with the loadout.

It seems fines were reattached to the ship at some point, I got a load from abandoning glitched Ody missions. It does mean I can designate a particular spare hull as one to abandon missions in and then forget about the fine.
