More CGs in Empire space.

It would be nice to see some no combat CGs in Empire space (Aisling Duval territory). I'm always too far away for current CGs, and I'm not helping the Feds.

edit: well ok, you said no combat cgs, i read combat. still, there was some slave trading recently...
