More Combat Focused ways to Undermine

FDev, Please make a more combat friendly way to undermine systems, for us combat pilots. Finding Power Ships on any consistent basis is almost impossible. Bounty hunting, or more combat oriented Power Signals would be good. Or spawn more Power ships in Res sites or around stations and nav beacons. AND Please, please, please, do away with local faction bounties for killing 'clean' Power ships.

So I had this idea.. That if we owned a Capital Ship we could summon it into a system that you are Undermining and it would act as a conflict zone with increased merit/control score gain.
