More species: why?

Of course universal will if you ask like this.
Just want to say don't be blind. even frontier aren't angels who will make the world better. They also a part of the big wheel and have to bring they're money home ;)

I have a seriously hard time believing the reason JWE never really improved is because of the dinosaurs, many of which were clearly made by recycling old rigs... heck, the number of dinosaurs per dlc decreased over time and yet we still didn't see drastic improvements elsewhere...

I'm gonna guess the real reasons nothing really changed was Universal wouldn't allow it and limits placed on the game by hardware limitations which, considering the last gen console versions already have restrictions in place, will likely effect how the game changes moving forward...
Reason it didn't improve? Maybe, maybe not. A restriction of thinking that resulted in less headway towards things that were really satisfying? Somewhat more likely, IMO.

I agree that Universal's approval can be rough to get - that's why the stuff I advocated is mostly stuff that is innocuous enough not to rile Universal up too much. No violence, no gore, just some ominous Jurassic World-esque elements (or neutral features) that would fit with the more child-friendly scenario they want to run with.

Edit: To be fair, guys, people who make games do need money in order to make subsequent games. Unless a product is getting roughly twice its cost in sales it's not even really 'breaking even'. Ideally it'd be way more successful than even that. I don't begrudge anyone for trying to make money - the whole reason I'm asking for this shift in focus is because I think it will result in a healthier game in the long run and, thus, more money via DLCs.

A DLC to add Animal Enrichment, a DLC to expand dinosaur personalities/relationships, a DLC to throw in a bunch of theme park-esque rides (and increased demands from customers - maybe even with the option of theming sections of your park like they do in both zoos and theme parks), etc. There are many, many opportunities to create some engaging gameplay that, rather than just being tacked on to existing content, expands the base gameplay loop in a healthier way. More ways to look after the animals, more ways to look after the customers, and more ways to get attached to your dinosaurs as they grow and develop.
