This appears to me to be the optimal path to rank 5 and maintaining it consistently.
Big grind in week 3 and then a fairly consistent grind of 5350 merits every week after that. I can't see myself ever reaching and maintaining that rank unfortunately. I don't really know who, in the current player base, can really manage that (if my calculations are correct). Even grinding undermine NPC's at the optimistic end of the scale 500 an hour that's 10+ hours of grind every week just to maintain the PP rank 5. For me I've been finding it's more like 250-350 an hour so more like 16-20 hours for me a week. And the activity quickly becomes grindy.
Maybe tweak the decay to /1.5 instead of 2?

In case I'd really do not have time to play during a cycle (has not happened so far), I would need less than 2 hours to maintain it and still end up with a few millions left from my salary.
I can hopefully collect my allotments regularly and end up each cycles so far with 13000-15000 merits, starting the new one with 6500-7500 merits, and still end up with 30-40 millions left, which I'd consider to use if my Power really needs it (that surprisingly, has not happened so far).
If you can't collect your allotments or go undermining or help your current expansion and don't want to use your salary to fast-track...don't be surprised your Power don't give you rank 5 and 50 millions weekly salary for doing nothing...
If you find that maintaining rank 5 is hard, you are doing it wrong.
