Because people used to rack up yuge bounties then get their friends to destroy them. Instant cash transfer, so it was capped at 1M after folks had like 100M bounties. True story.

Oh, that sucks.. I guess this is why we can't have nice things. That makes bounties seem really unimportant though.. I mean 1 million credits is nothing.. Who would spend time tracking down a player for 1 million?
