General Move powerplay banner to tail slot on challenger

The Alliance Challenger has 4 ship kit parts, but only 3 of them actually have anything purchasable. Moving the powerplay banner from the spoiler category to the tail category (just like the Mandalay does) would mean that the player can have the power player banner without giving up their spoiler parts. None of the parts should overlap based on the current size and position so it would make for a straight up improvement for the player
