Having had a PC account since start up then not having a pc I bought an Xbox to Play ED. Now I have a pc capable of running ED am I able to port the Xbox status to my pc account?

No. Best you can do is move credits.

It's better to just start again. If you do transfer the value of your assets, your old account will be permanently deleted.
