Moving billboard satelites on spaceports ?

so I went to LHS 3447 for the big sale and saw something I have never seen before (maybe I wasn't looking around, usually just trying to make sure I dock). Not only are there holographic 'billboards' leading down to the wire cage and mailslot, there are also moving holographic billboards orbiting the spaceport. As if there weren't enough items passing in front of the mail slot (in game complaint, not actually a game design complaint). I almost impacted with one. Pitching down at the last minute caused me to pass through the holographic board itself which was pretty cool.

Have these thing always been there or are they new ?
 
Been there as long as I can remember, not at all stations though, but have seen them since back in beta I believe.

If the council put up new road signs or change the road layout, you're expected to not crash into them.

The advertising holos have been there as far as I remember. Zelada didn't have them but as soon as we had the initial five system in Alpha I seem to remember they were there on some of the Coriolis stations then.
They rotate with the station and don't move independently of it. They're not moving about like a swarm of mobile advertising signs. Some stations have two rows projecting out of the sides of the entrance, other stations have a similar amount but in an open spiral about the entrance.
If you read the signs you can work out which way "up" the station is and so you can get a better idea of where your landing pad will be when you get through the entrance. For example, pad 24 is right below you inside the door if the station is the "right" way up. So if you go in and the signs are upside down to you then you know you'll be pulling up to get to that pad.
