Because it's in orbit and when in orbit things tend to move around a bit! If you are in a wider orbit from the station it will steadily move ahead of you, if you are in a closer orbit it will move behind. Eventually they will start moving closer together depending on the period of the respective orbits.
Oh yes, if you are in normal space and not in the station influence then it will indeed move away, in this case it appears you were still in the FC area of influence until you got close enough to the station for it to swap to the station area of influence. Objects in orbit are not stationary, they all move at different rates.
I know this, but the thing is I was able to request landing, got past it (like 200m) then missed the landing pad and had to chase it after, didn't notice the moving of the FC soon enough to anticipate the landing speed ...
Had to request landing again as the time-slot expired.
it's a server bad sync thing as I recall from this forum in the past...……...
