Moving from Oculus Rift CV1 to HP Reverb 2 / License question

So I have a problem and need help. Any help.

I bought ED through the Oculus Store, and have been playing using my old Rift for a couple of years. Now I have upgraded and bought a HP Reverb 2. I can start ED using the Launcher.

Can I transfer my license from Oculus to Steam?

If I just buy the game on Steam, can I log in using my normal login credentials and keep my CMDR?
