I would like to have the texture of the mulch blocks as a terrain painting texture.

As an aside I've found that the terrain stamp tool combined with the existing mulch pieces can be used to create fairly believable gardens, flower borders, etc. The stamp tool gives you the nice sharp edges on a lawn for example that you might find in a British garden, and the mulch pieces can then be placed slightly lower than the terrain to give the effect of a flower bed, without the mulch sitting on the ground or having to build some sort of border which often looks artificial.

I can't find mulch.
Where would I find it? or how do I get it?

I don't think you need to research it first. I think you should find it in the last Sub-Categorie.
Edit : just looked in the Game. It is in the last Sub-Categorie of the Nature-Menu and it should be called Garden or something similar

It's in the gardening menu under the same tab as plants. The bottom menu. There you'll find the mulch, planter boxes, flowerbeds, topiaries, and other garden plants.
