Just a quick idea,
If a multicrew session is ended due to a CMDR violating the code for that type of session (committing crimes in bounty hunting mode, etc), they should get an infraction against their name.
When hosting a session, you can then filter out anyone with a certain number on infractions. Anyone with more infractions than your limit, can not join.
You can also "forgive" a CMDR for an infraction for a limited time after they were kicked, as accidents can happen, and it's fairly easy to tell the difference between a genuine mistake and a troll.
Infractions expire over time.
