Multipurpose speedster iCourier build

I want to build a speedster iCourier, that would still work not bad in combat and wasn't terrible in moving between systems.

There are few points that I want to achive:

- normal speed at around 500 (which makes me happy, but going down to 450 to get much more survivability would work too),

- jump-range at around 18ly, while I'm fine to fuel scoop every 3 jumps,

- good shield, which probably means I should go more for resistances than shield power,

- Chaff and PD are must haves, so we have 2 more utility slots (probably for shield boosters?),

- additional points for leaving a spot for cargo/cabin/interdictor.

This is what I came up with myself

Few questions:

1. As mentioned, in terms of shields, should I go for resistance or shield power? I think I bi-weaves are better (then basic 3D), cuz as I seen in builder, with resistances they make up same effective shields, at the cost of lower speed, but keeping it above 500, which is lovely.

2. ATM build included Grade 2 overcharged 4D powerplant so I get enough power to run all stuff, not sure if it is worth to run max graded 3D and cut some power use to fit it just nicely. What would be other cons of doing so?

3. In terms of criminal taxi, do they like economic class or they require at least business?

4. Following 3-rd questions, should I go for 2A Shield bank instead of 3D to fit cabin? This doesn't look bad I guess? If I were to hold 3 size slot for shield bank, how much better is 3A than 3D? This would slow me down below 500 m/s, but would that give me more in defence? Generally 2A seems much better than 3D, while thier mass is only 0,5T more, yet are a bit worse than 3A, should I simply use 2A and have size 3 slot open for other things?

5. Weapons, since there are lots of modifications here, thermal weapons would probably change this ship into flying toaster, so multicannons are the things I should go for, am I right? They seems enough for PvE and I want to add Reverberating Cascade Pylon to remove shields in PvP. Is is da wae to go?

6. Going back to shields, this time boosters, I guess I should go for 2 light boosters just to get thermal/kinetice resistance? Or actually find some free mass to put higher to also increase the shiled power?

Summarizing, is this build good? Will it accomplish my points? Would it actually hold it's own in fights, maybe in some PvP?
