My Coriolis starport seems to lack facilities

Hallo.
I have just finished my first Coriolis Starport.
I wanted to make it my home, so go there and transfer all my ships there, but... The shipyard is unavailable. And so is outfitting and Universal Cartographic.
I thought I had just to wait for the thursday switch, but, with the thursday switch the Missions got activated, but nothing else.

Is it working as intended?
What shall I do to get a working shipyard?
 
Most services remain disabled until the star port completes deployment. You can dock before it's finished but if it still says under deployment you won't have the shipyard.
They recently made a chance so the shipyard should be available in all Coriolis once they finish deployment.
If it did deploy and you don't have a shipyard you'll need create a support ticket as something is bugged or they've altered the rules again.

To enable other services you will need to keep developing the system and increase the tech level and development.

Actually, I did build some installation before building my Coriolis

If your Coriolis wasn't your first construction built, then yes; this is working as intended.
The shipyard being on by default is only when the T2/T3s are your first/primary construction (the ones with the time limit).

Otherwise you will need 35 tech level.
 
Which will be better to pay more attention to, tech level or development level? I have seen in other threads where development level affects your shipyard and outfitter but in others it's the tech level or does it really matter between the two?

Tech level does affect ships and outfitting (my main system I've been exclusively doing high tech) as well.
Development level is still a bit obscure; but the theory is that it affects quantity of goods and potentially the number of items for ships and outfitting as well.
But Development level is yet to be officially confirmed the exact details whereas Tech level has had some insight as to its effects.
(Devs have confirmed it affects ships/outfitting and now services like shipyard.)

Thank you for your reply! I have built an Orbis station as my primary (yeah it was ambitious on my part but with some help, I got it built) and want to use it as my "Home base of operations" so to speak. I would like to make it to where I don't have to fly all over creation looking for ships and modules or as little as possible.

My Coriolis got a shipyard, it was the eleventh construction and the systems tech level is currently 8

Where do I find the tech level for my system?
You can't.

You can use the system map (or one of the spreadsheets out there) to add up the tech level chevrons for everything you've built.

Lots of players like to assume that one chevron = 1 point of tech level, and the baseline for an empty system is zero. This may be true, or it may not.

Unfortunately, that image alone doesn't give us the whole picture; since with the new update Strong/Weak links as well as the planetary bodies orbited also give multipliers to some stats. It's quite possible you have a much higher multiplier total than just whats seen with the chevrons.

If not though, I'd consider it a bug in your favor then! Since the Devs explicitly said 35 tech level otherwise.
 
I read the patch notes to mean if you only have a single T2 or T3 port in the system, your tech level is "buffed" so that you get the services at that port, but nothing else. Once you add a second T2 or T3 port, you need to get the tech level up to 35 yourself.
 
Well, something different happened to me.
As I said, I had no shipyard.
So I went and claimed a brand new system, building a Coriolis as a first step.
It worked. I got my spaceport with a shipyard.
Then, I landed in my previous Coriolis, the one without shipyard and... there was an active shipyard!
And I did absolutely nothing to that system.
The only thing that changed is that I now have good relationships with one of the factions, that happens to be the leading faction in the starport where I bought some 40.000 tonnes of goods to build the Coriolis in my new system.

So apparently, also status is involved in activating the starport features...

It was changed with a server-side patch last Thursday during weekly maintenance. There's a whole thread about it in the news section...
