Currently I am trying to plot route to the area of empire, however I am unable to do so from the area of the federation( am currently in V775 HERCULI). My jump range is a measly 8,5 LY, so it could be that. However could it be that I am lacking sector permits or something else? If so, how can I get them?

You get permits by doing faction missions, so look for stations owned by factions friendly to the empire and do missions for them. Start with the cargo hauling ones, they're the easiest.
However, it sounds like your actual problem may just be that you're far away. If you're more than 50 lightyears or so from your destination, it's often easier to do the trip in stages rather than trying to go all at once. Find a system in the direction you want to go in that's about 50-75 light years away and plot a path to it. (The blue lines indicate where paths have already been found, and grow slowly if you watch.)

If you need a permit to enter a system you'll see that when you select a system on the stellar cartography. I suggest getting a better Frame Shift Drive and/or lowering your ships mass by selling weapons/shields to make the journey to the Empire. Once you reach Imperial space you can re-purchase components. Head towards Achenar sector to find Imperial space.
I've just hopped over into Empire space from near your position, Telekopia. LTT 15449 was my starting system and Liaedin is my current position and I didn't need any permits and am neutral with the Empire (my first time here as it happens). I can jump, I think it's about 13.5-ish in a relatively well upgraded Eagle.
