My solution for better bounty handling

As some of you know, marked good is coming as a way to stop racking up insane bounty from stolen/illegal goods.

The problem is that some players will rack up millions in bounty an then let a friend kill them. This indeed would be fixed, but it doesn't fix the problem you can still rack up considerable bounty and clean it up in one go by jumping in a sidney and let a friend kill you. I can even do that each time I kill someone in a controled system.

Welcome back! You murdered plenty of peoples, but a friend shot you in your free sidney, you are now totally clean! It would be like a terrorist warlord telling is friend to blow up is old car and then the bounty goes to is friend and the terrorist have no more crimes to account for. It make no sense at all.

What I think FD should do is: Let the maximum bounty someone can display, can be claimed and cleaned up on destruction of is ship be is insurance cost. Leave the current bounty for smuggling what it is. And you should be able to sell the marked cargo at the black market. That way criminals must pay one way or another the bounty, be it insurance cost or willingly pay it up. Smuggler won't get multiples fines for the same item but would still loose money when selling the goods if they pay the fine. Illegal goods would be in a weird spot, but if we concider some galactic agreement that legal goods must never enter an system where they are illegals, the marked item system would make more sense with them.

Sure, you won't rack up good bounty claim if you bounty hunt a target flying a sidney or an eagle, yet those cheap ships are not difficult to shot down and would make for balanced target for players of the same level. Think about it, each time a bounty hunter kill a pirate, he claim and clean the entire bounty, meaning it's almost impossible to bounty hunt currently. That would put constant pressure on those players since it won't clean up the criminal career in one go. And multiples bounty hunters will be able to hunt the criminal multiple time. It also mean criminals won't be able to clean themself of all bounty for free between each crimes.
 
Not sure why this matters, as this isn't a game where you play against each other (except in the cases of pvp). There's no end-game - no winner. If a CMDR feeds his bounties to a friend, absolutely no skin off my back, or impact to my game. Nor does it impact anyone else, except to his friend, who picks up a nice little sum.

A better request might be to balance the bounties, so that a murder isn't a 5000 credit bounty, but a hold full of slaves will set you back half a million...

What does my bounty with the empire has anything to do with the federation? The way it works now, faction based bounty, is fine. Why should I pay my empire bounty if I die from some stupid mistake while I undock from a federation station?
 
If someone scan you with KWS and cash in your empire bounty, your insurance cost at that time is taken away from your bounty. You only have to pay the insurance.

The idea is that bounty hunter would force criminals to pay off bounty through rebuying ship. Instead of cleaning the criminal name.

If you die from undocking, then it wouldn't reduce your bounty since there's no one cashing in.
