My Universal Cartographic Module malfunctioned?

I got mission called "Massacre lft 174 gold organisation faction pirates" and after trying half hour on res sites cannot find any on them. So i wanna check my system status panel and see this faction has %0 influence. This is a bug should i report or kidding ? it says alert technical support..

I've seen that now multiple times but never paid much attention to it. You can check the values also in the system map and it seems that it doesn't has any impact on gameplay or on something else.
Ignore it !
