The best? From Germany? I don't really think being from Germany makes anything special.
Germany is well known for the quality of their optics. That history goes back at least as far as WWII and they have been making top-quality optics for quite some time. If you go into any research lab you'll most likely find a Zeiss microscope and many high-end rifle scopes are also produced in Germany. Their firearms are also very highly regarded as well, for generally the same reasons, i.e., quality and precision.
Yeah, any foreign car is expensive, but that's because it has to be shipped here. Mercedes and BMW aren't that expensive over there.
They are if you are buying a mid-end or high-end model. Shipping is only a small part of the price you pay on the MSRP on a 5-series or E-class, most of that price is due to the engine, drivetrain, interior and other expensive features (plus the general mark-up on anything that is considered a luxury product). The reason BMWs are so much more common in Europe is that there are many "economy" models of entry-level BMWs available there which aren't sold in North America at all and have very modest features. If you take a look at the badging on those European models you'll also find many of them are turbo diesels that are designed much more for economy than for high-end performance. It helps if you think of them more like a Toyota or Honda with a BMW badge.
And, yes, some companies like to hype "German engineering", but if they were saying "Japanese engineering" it would still be the same thing: Hype.
The issue is that many people don't look at the VIN and see where the vehicle was actually manufactured. The vehicles that are still produced in Germany or Japan are generally of higher build quality than the North American models. The issue is even worse for vehicles produced in Mexico which are generally lower build quality than those produced in North America. The difference between, say, a vehicle built in Germany vs. Mexico is quite substantial and this is why Volkswagen, who now produces many of their vehicles in Mexico, has dropped significantly in terms of their reputation (the VW emissions scandal is another reason).
That said, that's not a bad price for a pair of prescription lenses. If I can buy a pair of cheap glasses (and that IS darn cheap) that do the job, I don't care where they come from.
I still think that there should be a prescription program for VR systems.
There isn't really any sort of "program" that can help you with certain vision problems, you will need corrective lenses in the vast majority of those cases.
