I was in a RES killing wanted NPCs for money. I hit one of the Federations NPCs and got a bounty and they killed me. I re spawn and I have no bounty and when I look at the tab it shows me with no bounty or being wanted. I go back to the RES and they attack me. I have try to log on and off but it still doing the same thing and I do not know why.

I think being killed by a npc just means the bounty goes inactive, not that it disappears completely. Now there have been reports of appearing and disappearing bounties from the transaction tab. Maybe you got hit with both issues at once?
I am not sure all I know this has happen 3 times in 2 days so far. The only way to seem to fix it is by Restarting. I restarted over with a friend so it not a big deal it just suck cause I just upgrade to a new ship and do not want to restart this time. I have check and log off and on about 10 times and still have not seen a bounty and I have flew around for about a hour and yet they still attack me and kill me.
I dunno what to say, other than check your targets first. You could probably get a pvp player to read and collect w/e bounties you have and let them kill you. If I'm not mistaken that's also an option. I'd do it, but I'm not really a pvp person. Maybe one of them will read this and offer to help.
Do you actually see "Wanted" in red on your hud, on the right side? If you are wanted, you will see a red Wanted there.
If it's not there, then they are attacking you for some other reason. Like maybe you are carrying cargo? Or you have a dormant bounty and they scan you and activate it?
Or, it's a bug, and you should contact support about it. Make a ticket.

Your bounty turned into a dormant bounty which then got reactivated when an authority ship scanned you.
Maybe worth checking:
In your right-HUD --> STATUS tab --> REPUTATION panel.
Scroll down and make sure you have not become 'Unfriendly (or 'Hostile') to one of the (controlling) system factions.
Does your left-HUD Transactions tab show any bounties?
Generally though it is better to move to another system if any of the above cases are true.

Once you've been killed, the bounty goes dormant. If you're scanned by the system authority of the relevant faction, it will go active again.
I think you can pay off the dormant bounty. I'm not sure - it hasn't happened to me in a long time.
