Mysterious NPC following me. Bug?

So I'm on little exploration trip right now. Nothing grand, but right now I'm escaping the 1k LY line that people usually accept as start of a deep space. And there's this FDL NPC followed me all the way here, and still going. He appears every few or so jumps. No contact was made by him. No message, no interdiction. He just jumps after me and flies away...
I've checked multiple times - I have no ongoing missions, and I didn't do any assassination missions in a long while. Only thing in my transactions is current CG. Can it spawn these weird 'followers'?

James Timmis is a known stalker throughout the galaxy and is also using onion head extensively. He might be on a trip and stalking you. What reason may be unknown, but he has a fetish for Anacondas :D

These FdLs spawn when you abandon some missions. They tend to just follow, but sometimes they drop on your wake and attack you, so keep your eyes open! After some time, they disapper, so he will not follow you forever.

Yes, I've had an FDL randomly pop when I zone into a station instance, he threatens me, flies up to me, deploys his hardpoints, then turns and runs away. After about 10 times, I got fed up and killed him, then he stopped appearing.

I had an NPC follow me thru several systems when I had no BB missions. I finally dropped down to him, with the intent of killing his annoying ass. Rather to my surprise he offered me a mission in my inbox. It was small change and I passed it up (and let him live) as I was heading some place. Fdev announced 2.1/1.6 would have mission givers like this but I wasn't expecting to run across one yet. Not sure if that is what might be following you. Since there is no message or offer from him I would suspect a bugged version of that.

I'm on day 2 of my little trip, and I haven't seen my stalker in a long time. He's gone, and I kind of miss him now... Is that what people call Stockholm syndrome? :D

No. Stockholm Syndrome are the traders in T-7s who get killed in Open by another player, then come to the forum and post how wonderful it was.
