Mystery system permit...how do I obtain it?

The system I question is HIP 22460...it used to be an open system...now it's locked behind an unknown permit. Question is, what's going on there...what is Overlook...and why are we being denied access?

I want to visit...I think something is going on there.

Some systems get permit locked by FDev if they are testing some stuff, or changing something in particular with that system that requires it to be free of Commanders at the time. Any other systems with permits, just hunt the systems around it for a faction for said system. Work up your rank with them and you should get permit mission. There is a list somewhere on the forum for permit systems and which factions you can rank up with to unlock them.

This particular system is where we suspected something to be. It's where I had my ship parked in readiness for 2.3. When 2.3 arrived, the system became permit locked and my ship was moved to Stargazer asteroid port in Pleione.
Which, at least, proved that we were right.
The system is controlled by PRE who have a presence in nearby systems but gaining allied status with them won't unlock the permit. Nobody knows how to get in.

Submitted a bug report awhile back to see if it was supposed to be unobtainable. "Working as intended". Time to wait then. Polaris, Witch's Reach, etc.
