Powerplay n00b question about Powers' structure

I'm sure everyone knows this one but me being new, don't.

Why the Empire has 4 powers, the Federation 2, and the Alliance only one? I would think that an Empire, being an autocratic form of government it would have few, 3 power maximum, that would be claimants to the throne due to the verticality. On the other hand, I would also think that the Alliance, being a collection of many semi-independent systems with many different kind of governments would have many more powers, almost one of each kind of government the game has, instead of that there is only one Power. The only one that I see "normal" is the Federation, being an imitation of the 21st Century USA, it would have two powers for two main political parties each one being supported by different corporations and companies.

Also, what's the deal with the independents? Are they going to stay independent forever or maybe in the future they could form their own superpowers?
 
Its a bit of a mystery really, the only person who'd know that is Michael Brookes who oversaw Powerplays introduction. My take is that Powers are all points of view, and that 4 of those views are aspects from the Empire.

The indies are just that. LYR is WalMart in space, Pranav the technological progressive (at the cost of personal freedom) and The Lord™ who leads the ultimate social Darwinian empire. They won't bend the knee.
