I am in the area and I remembered coming across a base out here before. Maybe it was closer to the California nebula. But I know there is an inhabited system out here somewhere.

There's an imperial system out there too.
But better than that is a crashed Thargoid scoutship:
HIP 17403 ; Planet A 4 A ; Lat -34.96 ; Long -141.37
If you pick up a couple of UAs from the crash site before you go visiting, you'll get a Thargoid hyperdiction, which is a cool experience.

If you're looking for a an intesting route though Thargoid Land:
All of these things sit roughly on the "Reorte - Reidquat line"
They form a rough line out to Maia and then beyond to the Alliance Research Bases then the Heart and Soul Nebula and finally to the Formadine Rift. I headed out that way, but got distracted by NGC 7822, and I've turned back now that I've got my 5kLys minimum chips.
But any Alliance puzzle solvers should try to follow that line out to the Formadine Rift.
I have to get back to the bubble for political reasons.

There is a station in the California Nebula but the name escapes me at the moment. I now remember a CG to establish it but had completely forgotten about it until I went there and bumped into that system by accident. There's no station/outpost in the Bernard's Loop region at the moment. That area sits right next to the COL 70 Sector which is permit-locked. BTW, Horse Head is also permit-locked at the moment.

For anyone else for whom this was (annoyingly) the first Google response to the question of "is there an asteroid base near Barnard's Loop", the answer is yes there is, in the Witch Head nebula, at HIP 23759.
Which you may or may not be able to reach due to the probably thousands of permit-locked systems in the Syneufe, Witch Head and COL sectors.
We now re-commit the soul of this thread to the graaaaaave!
