Hi,
I have played this game over 200 hours, but from Yesterday I met one NPC (John Ripper), who already destroyed my 2 ships, and follows me everywhere I go. Should I ignore him and evade meetings, or should I buy some better ship and destroy him permanently? Can I find somewhere in the logs which factions he came from?

I met him too. He's is a "procedural being"

He is no doubt attached to a mission you have active. He'll continue to bug you until the mission is done, or abandoned.

I was travelling by transport ship, met him 3 times in 5 minutes. He was novice using Eagle (10k bounty), went to station, changed the ship, met him 3 minutes later, he was deadly this time and in Anaconda - looks like is some kind of mission target.

Unfinished missions yield higher lvl enemies after every dock/jump (it seems to me...)

Some missions will offer you a bonus if you take the hostile(s) out. Otherwise, just evade their interdiction (easy enough to do) and move on.

I keep bumping into Ford Prefect. More often or not in an adder but the other day in FDL so good to see NPC progression

As far as I know, NPC strength is tied to your own, isn't it? Meet him in an Adder, he'll be in similar. Grab a Connie, he'll come back with one similar. Most of my Fed-grinding missions had me putting up with 3 Connies at a time (due to mission stacking). Ugh.
Getting them to shoot each other was fun though.

Well when i say bump into I mean see flying about as not fighting npcs per se.

Interesting thought that npcs persist. Maybe the npc algorithm thinks the same about me

Funnily enough he isn't the NPC I put into the game. (I have never met mine but I know he is in there as someone took a screengrab

He is a NPC griefer. You need to get outraged and complain more. Try accusing him of living in his parents basement or comment on his lack of genital endowment or make psychiatric diagnoses of his mental failings.
