I tried that, and they're worse than normal systems. Anarchy systems are run by pirates, and it's pirates that have bounties, and unfortunately in RES in Anarchy systems, SAV's belonging to the pirates patrol the RES, so if you open fire on pirates, the SAVs (who dont have bounties) will attack you.

Systems run by unfettered governments have no cops. Not all anarchies are the same, so make sure you know what the local laws (or lack thereof) are like before you start shooting everyone.
