Nav beacon change

Been playing a while there don't seem much opotunity for Pirating so I was thinking why not move the nav beacon in Anarchy systems so people can't just drop in scoop fuel and leave in anarchy systems the nav beacon could be 1000ls away and if you need fuel that could be a long risky flight away
Or even make it so pirating types can deploy a compromised Nav beacon where ever they want in the system and this overrides the legit one and lasts for an hour or two

I am pritty sure that the nav becon has nothing to do with where you scoop fuel or even where you drop in to a system. So moving it would not have the effect you are looking for.
