The bubble seems pretty stagnant, and with how thin human population is by the edges of it, I don't expect to see rapid population expansion past the bubble's current boundaries.
But as exploration and mining traffic inrease past the edges of the bubble, it makes sense to stretch humanity's automated infrastructure there.
I would love to have the chance to depoy new or replacement Nav Beacons to well-known systems.
I see this happening as a chain of missions;
First, a given system would need to have no current Nav Beacon, OR a crash/compromised Nav Beacon
Second, the system would need to have many copies of system scans - including details durface scans of all bodies - recorded to Universal Cartographics
Third, a mission could be offered on the Nth sale of system scan data requesting materials for the manufacture of a new Nav Beacon
Fourth, on delivery of the materials, a follow-on mission is offered to deploy the new nav beacon x light-seconds away from the primary star of the target system. The nav beacon would be sizable - weighing maybe 10 tonnes. Payout would scale with the distance of the target system from the nearest habited system.
