In order to make it onto the first stepping stone of a long and illustrious allegiance with the Empire, you'll need to give them some Combat Stabilisers or Personal Weapons. I just thought I'd share this:
These are the two systems and stations [respectively] that buy/sell the required items; they are also legal there too. If you want to ascend and not want to hunt around like a madman, or have to boost into the entrance of the port with silent running enabled - I recommend you go there. I've already been in this situation once, near Sorbago.. And couldn't find a single damn place that sold Combat Stabilisers!
Plus, PWs and CSs were illegal in Sorbago, so I'd have to sneak in
I just handed in 3 Naval Ascent Opportunities [to Outsider] for the mighty Empire. Handing in multiples increases your standing with both the Empire and the controlling Faction that the Imperial Liaison Officer is working for - You only Rank Up once though.
Henry's Vision [or Henry Vision, as it is ingame, might need to report that!] had two bulletin board missions available: one for Personal Weapons and the other for Combat Stabs. I accepted them both, just in case I could find one commodity but not the other. After realising I'd hit the jackpot with McDermott Enterprise [it sold both], they also had an Imperial Liaison Officer mission for Personal Weapons. I obviously just accepted that one and handed it in, immediately!
