I have been trying to level up through the empire ranks. The problem I have is all of the missions are now go and fetch personal weapons which is prohibited cargo. So how do I complete this missions?

pick and chose your missions i did naught to baron inside of 2 weeks by just doing cargo hauling and non cargo missions

Log in and out of solo/open play to refresh your mission bulletin board then pray toward the RNGesus for a miracle.

you'll have to smuggle them into the station

Find the weapons... when back to destination and 8km away from the station...
Full speed...
ASK FOR PERMISSION TO DOCK!!...
Silent running...
Release a Heat Sink until freeze (1-2)
Once inside RESTORE POWER!!...
finish the mission.

Check if there's an outpost in that system...they can also offer those missions, but are much easier to smuggle to.

I've been stuck at Lord since January, new mission doesn't spun, just keep getting the unavailable summerland bug thing.

Is it possible to gain rank with only vicilian activities ? My current ships arent suited at all for combat and I'd rather avoid the expense of having to fit a new ship to go after anacondas and stuff.

The station doesn't care/know what you are carrying you can take prohibited things in to complete the mission, it's the security ships outside that might scan and fine you. Even if you get caught you can carry on in and complete the mission, the cargo doesn't get taken off you, you'll just have to pay a fine.

I'm pretty sure you have to do only 1 assassination mission on the way to Baron/Ensign, it will be a Clipper or Federal Dropship.
