Naval opportunity missions - How do you guys find wanted criminals?

I'm doing a few naval missions and I'm supposed to track down some generals and kill them. I've flown around for hours trying to find them on the given systems, but they are nowhere to be found.. How do you guys track down NPCs?

they are in USS's in the target system(s) just keep hunting the USS's and checking them out, It can take a while sometimes, I think I went through about 10 or maybe 15 before I found the general I had to take out...

Just keep entering Unknown Signal Sources. You will find the target. I usually target one of the system bodies and fly toward it slowly. USS start popping up pretty regularly and I check each one out until I find what I want. I take care of the others while doing so, and make credits along the way.

Just slow down your supercruise periodically, so the unidentified signals start turning up. This can be anywhere within the given system. Check one, get out, find another one...do this until you end up in one, which has the general in it. USS-es turn up automatically, every time you cut back on your supercruise throttle. Kinda immersion braking, if you ask me.

If you keep your SC speed to slowest setting, the USS appear within 400km, you can target and disengage SC within a few seconds, check out the encounter, and be back up to low speed SC in short order. If you're flying fast then the USS appear many LS away and you have to go through the approach deceleration, which takes time.
