naval progression in federation to petty officer

I did that mission, but noticed that the guy was clean.
Killed him anyway, noticed I had the bounty, went to a federal outpost, paid it off and went to hand in the mission.
Got the permit, job done.
 
.. This string of missions is great. It's political satire that adds considerable thematic depth to the game world, and is internally consistent, as well as perfectly logical.
My post is criticizing the "you get a bounty for returning fire" mechanic, not the mission content.
 
Yeah, the current mechanic of "you have to complete scanning them, before you attack them, even though they've just lased away all your shields and are wanted in 10 systems" is just terrible.
If they're wanted, you shouldn't have to scan them, period.

But you don't know they're wanted until you run their ship ID through the Galaxy database.

You know, the whole wanted system is pretty easy, but By God, I'd hate to take the whine and thunder out of you (and everyone else who complains about it) by proving it. Yeah, I'll do it anyway.

1) First/local scan, using the antennae affixed to the front of your ship (which is why you have to face them) is short-range and lets you know if they're wanted in your current system or not. If they're not wanted, then you will receive a wanted tag unless they fire first.
1a) You scan first and they're Wanted in the local system. Fire away!
1b) You scan first and find out they're not wanted in the local system. Run the Kill Warrant Scanner now, or if already being shot at, boost shields and fire back.
1c) They scan first and fire away at you, which definitely gives them a wanted tag. You still have to finish the first/local scan.

2) Dance the tango with them. Get some shots in, and when they pass you, or turn away, activate the KWS and run the Galactic scan. Sure, you could be blowing them away right now, but withou the KWS completed before the time you blow them up, you won't know if they have any additional bounties. So use this "down time" where you can practice staying on their 6 to KWS them.

3) KWS is done. Blow them away.

It really isn't hard. And it makes perfect sense. In fact, the mere idea of a person getting galactic data back after 10 seconds in deep space is fairly ridiculous. But for gameplay's sake, we, the players, accept it.

PS- If you submit to interdiction and they're behind you, put full pips in engines and boost twice, at least. Then turn around and target them. By this time they're ticked off at you and are shooting at you anyway. Put full pips in shields and run the KWS at the same time the local scanner is going. If you two pass, turn quickly and keep on him to finish the KWS.

Yes, I do know. They just opened fire on me. It's illogical to penalize the player for returning fire, until after the scan has finished. If you want the player to do the scan, fine, make them do the scan, but don't penalize me for defending my ship.

In other words..

If the aggressor is wanted, don't fine me for returning fire. It's really that simple to fix.
THEN
During the fight, make me scan them, before I kill them, sure, that's fine, they'll be in my sights long enough for me to do all that scanning.
It's just a pain in the ass to have to keep going back to clear wanted status for returning fire on a wanted criminal. :mad:

Any update on this? I just traveled 200+ LY to get to Beta Hydri and just docked. I saw the same unobtainable mission directives for the permit I already had but no communication from the officer.

That's it, mission is complete.
You will still keep seeing the mission appear albeit unobtainable since you have it already.
But it doesn't stop you progressing, you will eventually see the next mission pop up.

At the moment there is no real point flying to the systems that you receive permits for, nothing happens there, you won't get a further communication from any officer connected to that mission. Just accept the permit mission and then you will have the permit in your permits list.
 
Don't know, perhaps work still to be done here by Frontier? I agree, it's slighty annoying (and I didn't traipse 200ly like you did).
I've got 5 or 6 of those permits now and haven't left my local area.
 
I received a mission from Beta Hydri. After I completed it, then I received a pass for the next system, so I went there and was stuck til last night when the next rank progression mission came up. I was tried tho and didn't feel like completing it, so I went to bed instead. But it would have taken me from CPO to the next rank...

But you get those permit missions for the next systems wherever you are, I think. Like I said, I've moved up to Lieutenant, picking up 5 of those permits without ever leaving my local 10 or so systems.
 
Since the Maelstrom bug was fixed I was asked and killed two Gen (various names), then was required to carry out two mercenary contracts killing pirates. This took me to Chief Petty Officer and gave me a pass to a previously unobtainable system, PCL 695, I think was the name. That was the same day patch 1.03 came out. Since then I have had the request to go to PCL 695 many times in the mission available, unobtainable section, as it states I already have the pass, which of course I do.
I have been to the system and as with the other passes no recruitment officer gets in touch so I did some trading there in the hope the appropriate NPC's memory would be jogged. Nothing happened so I returned to Sol in the hopes it would change there, Logged out and in a few times but it makes no difference. The unobtainable quest keeps reappearing. Unfortunately I think it is a bug that has put another stop on the Federation Naval progression mission arc as no further Naval advancement missions are forthcoming. I have ticketed it but just wondering if any other Commanders are experiencing the same problem.

Exactly the same , only in another part of the galaxy. Stuck at Chief Petty Officer with PCL 695 offer appearing constantly in the unobtainable slot! No further advancement offers though!
 
I killed the Gen and got invitation to Beta Hydri. After I arrived there there is constantly the same invitation to Beta Hydri (in unobtainable missions) that I already have. I said that local officer would get in touch with me but nothing so far. Went to every station in the system and checked the bulletin boards. No other Naval advancement missions seen after doing missions for federation.

Same for me, even tried USS farming, nothin there either
